While a requirement was introduced stating that the field of activity in the business opening and operating licenses of accommodation facilities must be compatible with the requested type, it was decided that a period of 30 days would be granted for missing documents following inspections. Businesses with a superior level of service that exceed the determined score threshold may be granted a higher class regardless of the qualifications of the new class, but a restaurant requirement will be sought for 4 and 5-star hotels. Additionally, it was stipulated that staff housing on allocated lands be included in the capacity with a building occupancy permit, and the requirement for branded materials in 5-star hotels be reduced from 10 items to 5 items.

In business opening and operating licenses issued for accommodation facilities, a requirement will be sought for the field of activity to be organized for the requested type.
However, in document requests made for the facility types documented by the ministry, it will be deemed appropriate if the field of activity stated in the business opening and operating license submitted to the ministry includes one of the mandatory fields of activity specified by the relevant regulation for the requested type.
In cases where doubts arise regarding the validity of a business opening and operating license, a written statement from the relevant institution confirming its validity may be requested.
With the change made, if only a deficiency in documentation is found following the inspection, a period of 30 days will be granted to submit the missing documents. In the event that the requested documents are not submitted, the request will be deemed rejected, and the file will be removed from processing and returned.
In addition, if 60 days pass after the notification made to the facilities whose requests were not deemed appropriate, the request regarding these facilities will be rejected, and the file will be removed from processing and returned.
Additionally, according to the communiqué, businesses with an outstanding service level that exceed the determined score threshold may be granted a higher class, regardless of the quantity and quality requirements necessitated by the new higher class. However, a restaurant requirement will be sought for 4 and 5-star hotels. As a result of the evaluations to be conducted by the Classification Commission, if a facility fails to meet the score determined for its own type, it will be evaluated as having lost its qualifications, and its certificate will be canceled.
A provision was also added to the Communiqué stating that "in requests for the transfer of certificates, if the fees are not paid within the period granted following the approval of the transfer, the certificate shall be cancelled."
According to the communiqué, in the event that the documents requested in the applications are not sent or the submitted documents are found unsuitable, the document holder shall be informed and the applicant shall be notified for necessary action.
A period of 6 months from the date of notification will be granted to rectify the deficiency. In the event that the appropriate document is not sent within the given period, the document will be canceled in accordance with the law.
In facilities certified as a tourism trial enterprise, tourism enterprise, partial tourism trial enterprise, or partial tourism enterprise, in the event that the facility is leased to another person other than the certificate holder or operated by another person other than the certificate holder, the certificate shall be annotated as "Lessee" or "Operator".
In the event that inspections are conducted on facilities with investment certificates due to reasons such as complaints, the current status will be determined along with the investigation of the subject matters of the complaints, and the documents required for certification will be requested regardless of the investment period.
According to the articles added to the Communiqué, additionally, facilities located on allocated lands, as well as staff housing located on a parcel different from and independent of the parcel where the facility is situated, will be included in the tourism enterprise certificate capacity with a building occupancy permit, without requiring a business opening and working license. The requirement of "at least 10 pieces of branded material in rooms," which is counted among the "service-enhancing elements" regarding 5-star hotels, has been changed to "5 pieces of branded material."
