Implementation procedures and principles:
Following the commencement of energy support payments, an application shall be made for each period, along with a sample document, to the distribution company operating in the region where the investment or business is located (including cases where electricity energy is procured from suppliers other than the distribution company that holds the retail sales license).
As a result of the inspections to be conducted by the provincial directorates, the list to be prepared on a provincial basis regarding the investments or businesses that can benefit from this support is sent to the distribution company operating in the region. Based on the information received from the provincial directorates, the distribution companies shall calculate the difference between the lowest tariff applied to residential and industrial subscribers in that region and the tariff applied to these subscribers, based on the active energy cost included in invoices that have been paid in full during the billing period, excluding funds, shares, and all taxes; the amount of support to be utilized shall be determined monthly, and the list regarding the companies that will benefit from this support shall be transmitted to the provincial directorates.
For businesses procuring electrical energy from a supplier other than the distribution company, the amount to be used as the basis for energy support shall be the difference between the special supplier's sales price within these principles and the lowest of the unit energy prices applied by the distribution company to residential and industrial subscribers in the distribution region where the business is located. However, this amount cannot exceed the difference to be determined based on the tariffs applied by the distribution company in that region.
As a result of the final evaluation, the payments of the companies that have qualified for energy support will be transferred to the businesses' bank accounts by the Ministry.
